What is being built or approved in Bellevue, by stage

An agenda item is a date, not an outcome. Before you sign near one of these sites, pull the minutes for that meeting and read what the council did.

A City of Bellevue memo to the council counts several major projects that started construction in the first half of 2026.† Development Services received over 8,200 permit applications and issued over 7,800,† and the memo mentions large commercial tenant improvement projects to build out office. †

Where the tracked projects are

The map pins only projects whose cited record gives a street address the Census geocoder could place, plus the Bellevue Downtown Station. The KG Wilburton plan, the 11-story office building, Perle Apartments, Bosa Park Row, Bellewood Townhomes, the BelRed Arts project and the brokerage pipeline have no street address in the record cited here, so they are listed without a pin rather than placed by guesswork.

The KG Wilburton site is 123,800 square feet (6.63 acre), located within the Urban Core (UC) zoning, and its notice lists Wilburton as the neighborhood area.† † A large plan next door changes your street for years. If you lease or own near one of these sites, ask what the construction schedule means for access and parking.

City plans: Bellevue 2044, Wilburton, BelRed Look Forward and the Great Neighborhoods plans

Comprehensive Plan periodic update

The City of Bellevue is planning for 35,000 additional units of housing and 70,000 more jobs by 2044.† The City Council adopted that periodic update to the Comprehensive Plan on October 22, 2024.† It is a state-required review that happens once a decade. †

Wilburton

The council started the Wilburton Vision Implementation in April 2022.† It adopted the plan amendment through Ordinance No. 6802 on July 23, 2024,† and the code amendments for the Wilburton TOD area through Ordinance 6846 in June 2025.† In a Community Attributes analysis for the City, the figures are 14,800 housing units and space for 35,500 jobs. †

BelRed Look Forward

The City Council adopted the BelRed Look Forward Comprehensive Plan Amendment in October 2024.† A Public Hearing on the BelRed Look Forward Land Use Code Amendment (LUCA) was on the City's October 28, 2026 agenda. †

Great Neighborhoods: Crossroads, Newport, Eastgate and Factoria

Great Neighborhoods is the City's process for writing neighborhood area plans.† The council adopted the Crossroads and Newport plans on Oct. 21, 2025.† Final review public hearings on the Eastgate† and Factoria Neighborhood Area Plan amendments were on the September 23, 2026 agenda. †

Downtown Livability code amendment

Capital Improvement Program

The September 15, 2026 agenda lists the introduction of the Preliminary 2027-2028 Operating Budget and the 2027-2032 Capital Improvement Program Plan.† The six-year CIP includes Fire Station 5 construction, City Hall maintenance and park improvements.† In the preliminary budget book, Civic Center planning aims to bridge the Wilburton and Downtown neighborhoods.† The city set up a TIF district in 2026 to help fund the Grand Connection Crossing,† and development teams were selected for the Wilburton and BelRed TOD sites. † A plan sets what a parcel can become before any project is filed. If you own inside one of these plan areas, read the plan and the code amendment before you price the land.

Infrastructure: the 2 Line, I-405 express toll lanes, SR 520 and the RapidRide K Line

If a deal depends on a station or an interchange, use the latest dated record and plan for the later date. Transit and road schedules move.

Sound Transit 2 Line

A February 2024 Sound Transit release said that starting April 27, the 2 Line would serve stations including South Bellevue, East Main, Bellevue Downtown, Wilburton, Spring District and BelRed.† Sound Transit counts eight new stations in Bellevue and Redmond on the 6.5-mile segment.† The line opened from South Bellevue to Redmond Technology Station on April 27, 2024.† HistoryLink.org logs the first train with regular passenger service across Lake Washington leaving at 10:27 a.m. on March 28, 2026. †

Trains were to run about every 8 minutes at peak times, and every 10 to 15 minutes the rest of the day.† Sound Transit's progress report shows boardings at 2 Line-only stations more than doubled once service opened across Lake Washington. †

State highway projects

The Washington State Department of Transportation forecasts summer 2027 for opening a two-lane ETL system that ends at Northeast Sixth Street in Bellevue.† Its closure notice said all lanes of northbound I-405 will close from Southeast Eighth Street to Northeast Fourth Street during the work.† An SR 520 interchange project would improve access to Bellevue's Bel-Red District, but it is not yet funded for construction. †

King County Metro RapidRide K Line

King County Metro plans to bring the RapidRide K Line by fall 2030, linking downtown Bellevue and the Eastgate Park-and-Ride.† Stops include Bellevue College.† Pre-construction and groundbreaking are set for 2028 to 2029. †

City capital projects

The City's preliminary budget book aims to begin construction on the I-405 Non-Motorized Crossing,† the rebuilt Fire Station 5† and Meydenbauer Bay Park Phase 2.† It also calls for further planning, design and construction on the City Hall remodel.† Council agendas list the Urban Core Bike Network Connections Phase 1 on April 28, 2026† and a motion to reject all bids for the Eastrail to NE Spring Boulevard Trail Link project on June 23, 2026. †

Questions about Bellevue projects and plans

When did light rail start crossing Lake Washington to Bellevue?

March 28, 2026. The first train with regular passenger service across Lake Washington left at 10:27 a.m. that day, in Phil Dougherty's HistoryLink.org essay. Sound Transit had said the Crosslake Connection would open for passenger service on March 28, and that it completes the regional transit system expansion voters approved in 2008 under ST2. †††

Which stations did Sound Transit list for the 2 Line?

South Bellevue, East Main, Bellevue Downtown, Wilburton, Spring District and BelRed were among the stations a February 2024 Sound Transit release said the 2 Line would serve starting April 27. Sound Transit counts eight new stations in Bellevue and Redmond on the segment, and gives the Bellevue Downtown Station address as 594 110th Ave NE. †††

When will the I-405 express toll lanes in Bellevue open?

Summer 2027, by the Washington State Department of Transportation's forecast. The two-lane ETL system ends at Northeast Sixth Street in Bellevue. †

Is the SR 520 interchange project for the Bel-Red District funded?

Not for construction. The Washington State Department of Transportation says the project is not yet funded for construction. It would improve access to Bellevue's Bel-Red District. †

When will the RapidRide K Line run in Bellevue?

By fall 2030, King County Metro plans. Its stops include Downtown Bellevue, Bellevue College and the Eastgate Park & Ride, with pre-construction and groundbreaking set for 2028 to 2029. †††

How many permit applications does Bellevue receive?

Over 8,200, according to a City of Bellevue memo to the council, which says Development Services received over 8,200 permit applications and issued over 7,800. The memo line does not say what period it covers. †

What did the Wilburton plan change?

The City Council adopted the Wilburton Vision Implementation Comprehensive Plan Amendment through Ordinance No. 6802 on July 23, 2024. In June 2025, the council adopted code amendments for the Wilburton TOD area through Ordinance 6846. ††
